Deck Designs are available through most of the big box retailers for free. I many cases free is pretty much what those are worth. The majority of the time they won't be sufficient for building permits and there will be vague instructions and dated detailing.

The WRCLA offers a free design tool here, though it isn't quite a professional level plan generator. Wrap around steps and curves of any type will choke the software, truncating your deck detailing efforts.
